GovMVMT contracts have been carefully vetted and approved by New York agencies, and counties such as Rockland, Ulster, and Chemung have recently added GovMVMT contracts to their Empire Procure Connect (EPC) platform. GovMVMT looks forward to providing additional options for New York agencies by re-establishing the “gold standard” in cooperative procurement, and will soon announce contracts for online marketplace, corrections, fitness equipment, and more.

David Kidd, Program Manager, GovMVMT
A Florida native and University of Florida graduate, David began his public sector journey with the university’s North Florida Research and Education Center. After co-founding a successful industrial supply company, he joined U.S. Communities in 2009, advancing to National Director of Sales and overseeing a $1.4B territory. He later served as National Director of Sales for Safeware, leading record growth and developing a national cooperative strategy. Now with GovMVMT, David is dedicated to raising the standard in public sector cooperatives—emphasizing ethics, transparency, and a true nonprofit model that prioritizes public agencies and delivers meaningful community impact.
Phil Letendre, Program Manager, GovMVMT
Phil Letendre serves as General Counsel for GovMVMT and supports Program Management in the Northeast. With nearly a decade as General Counsel and Senior Program Manager for U.S. Communities, Phil brings deep expertise in public procurement, legal compliance, and program oversight. A University of Maryland economics graduate and University of Mississippi law graduate, he focuses on helping agencies access GovMVMT’s efficiencies while upholding the highest ethical standards.
